Subject: Demand for Institutional Accountability and Personal Oversight regarding the Lela Chokuri Case
We demand the initiation of the issue of institutional accountability for the Minister of Internal Affairs, the Prosecutor General, and the leadership of the State Security Service.
We have sent numerous statements and accompanying evidence to the Prosecutor General, Giorgi Gvarakidze, regarding the case of Lela Chokuri. This case is currently assigned to Investigator Zaur Lominashvili (Vake-Saburtalo 6th Division) and Prosecutor Vakhtang Kharebashvili.
Lela Chokuri is being stripped of 2 million Euros won in a lottery in Italy. Several high-ranking officials are allegedly involved in this corruption. The suspected offense bears the hallmarks of transnational crime. We demand that you take this case under your personal oversight.

The evidence presented in these statements contained "sufficiently clear indications" of a possible crime, which obligated the investigative body to launch an effective investigation and carry out all necessary investigative actions. Despite this, to date, neither the investigator nor the prosecutor has taken appropriate action.
Legal Grounds and Procedural Obligations
The evidence provided was clear and coherent. The claims were certainly not "unrealistic" such that they would fail to trigger an investigator's duty to utilize all possible means of investigation.
We remind you of the procedural obligations under the European Convention on Human Rights:

The obligation to investigate entails: Investigation + Trial + Punishment (the fight against impunity). The objectives of an investigation are to clarify the circumstances of the incident, identify the culprits, and retrieve all potential evidence. The circumstances highlighted in my statements obligated the Vake-Saburtalo District Prosecution Office, specifically Prosecutor Vakhtang Kharebashvili and Investigator Zaur Lominashvili, to conduct an effective investigation and exhaust all investigative measures—none of which has been done.
Specific Demands

Direct Supervision: We demand that the Prosecutor General, Giorgi Gvarakidze, personally supervise the case, as it involves repeated crimes likely committed by an organized criminal group.

Evidence Retrieval: We request that the entire case file be subpoenaed from the Supreme Court and that the evidence presented by Nino Goderdzishvili undergo forensic examination to determine if documents were forged.

Witness Interrogation: Within the framework of the criminal investigation, we demand that witness Mzia Jishkariani be interrogated before a Magistrate Judge. Should her testimony be proven false, we demand she be held criminally liable for perjury.

Written Explanation: We demand that the Prosecutor General, the Minister of Internal Affairs, and the Head of State Security jointly order the case prosecutor and investigator Zaur Lominashvili to provide a written explanation on the following:

Conclusion
The prolonged inaction and its consequences raise a reasonable suspicion of not only professional negligence but also potential official patronage (protectionism), abuse of authority, or the intentional delay of the investigation.
We also demand an inquiry into the actions of the investigator and supervising prosecutor regarding possible professional negligence or intentional obstruction of the investigation.
Finally, we demand that Lela Chokuri be officially recognized as a victim. This case has already gained significant resonance in both Georgian and international media.
